University Bourgogne Franche-Comté (UBFC) is a new (created in 2015) federal institution in the BFC Region gathering 7 higher education institutions. It is aimed at strengthening the BFC international position. It coordinates and unifies many missions (research, doctoral studies), which are closely linked to international visibility and impact.

“EIPHI” ( E ngineering and I nnovation through P hysical sciences, H igh-technologies and cross-d I sciplinary research) is the first UBFC Graduate School program, recently funded for a 10 years setting-up by a highly competitive national call for proposals. It is carried by two internationally renowned laboratories of the BFC Region (FEMTO-ST and ICB), acting in the field of Engineering and Physical Sciences. EIPHI will start in next September 2018, opening several international Master and PhD tracks in the field of excellence covered by the two laboratories.

The EIPHI Graduate School will be deployed in close connection with UBFC divisions of concern (education, international and industrial partnerships, research, doctoral schools, foreign students recruiting and hosting.

The project manager will be directly supervised by the EIPHI director and the manager of the structuring projects of UBFC.

Description Of The Position

Propose and set-up actions and generic tools for the ground deployment of the EIPHI Graduate School, coherently with the strategy defined by the EIPHI executive board
Animate and take part to the operational team of EIPHI (deputy project manager located in Dijon, administrative and finance staff, research program manager, communication staff, and Master & PhD program staff, and Professors in charge of the five EIPHI tracks (Physics and Photonics and Mathematics, Structures and Smart Systems, Energy, Material Sciences, Computer Science), and the two related doctoral schools (SPIM and Carnot-Pasteur).
Plan and animate the EIPHI governance entities (Strategic Board, Steering Committee, Executive Committee…); act as a representative of the Graduate School for the external partners of the EIPHI project;
Elaborate, follow-up, and control the budget; Take care of the relationships with public and private EIPHI funding institutions; explore and detect supplementary co-funding opportunities for the EIPHI Graduate School
Manage, organize and coordinate the internal call for proposals in Research and Education (outgoing, incoming mobility, OpenLabs, PhD funding, internships, …)
Coordinate and check the Education program Quality for each EIPHI track (recruitment procedures, tracks follow-up, respect in each track of the EIPHI framework in terms of required international and industrial connections…)

Develop and animate industrial and academic partnerships and networks
Coordinate and ensure the adequate and timely collection of data and the writing of the reports planned within the EIPHI project
Contribute to the deployment of the EIPHI strategy, suggest promotion actions (internal and external events, social networks to promote EIPHI…).

The recruited person will have the status of EIPHI Project Manager, she/he will be under the direct supervision of the Graduate School Director (a UBFC Professor), and she/he will be administratively attached to the FRI division of UBFC.

Additional comments

Travel will regularly occur between the cities of Besançon and Dijon and in the BFC Region. Travelling abroad will be needed as well, for the setting-up and follow-up of international cooperation programs related to the Graduate School

Skills/Qualifications

Requested diploma level:

Master degree in management, international business and administration, education engineering (a PhD degree can be considered as well)

Requested Experience

Project management in higher education institutions (e.g. Marie-Curie ITN project, other EU academic projects), management and animation of higher education projects with a strong international dimension; Industrial partnerships; Setting-up and animation of innovative teaching programs (learning by projects, OpenLabs, lifelong education, etc.).

Knowledge

French and Anglo-Saxon university systems at the Master and PhD levels;
Practice of international exchange programs at the university level

Know-How

Piloting and animation of a project in the English language (fluent English is compulsory; German and/or Spanish and/or other language is appreciated)
Designing and setting-up methods in teaching engineering for standard and lifelong studies
Formalize and lead an educational project
Collect data, prepare, write, reports and synthetic documents
Setting-up a Quality approach (for a teaching program)
Manage and animate a team
Supervise and advise collaborators in a team
Trigger and lead partnerships
Master standard office software (spreadsheet, text processor, presentations; Microsoft and/or LibreOffice suite)
English level 1
